Your Server should have fixed IP addresses they should not be issued from DHCP otherwise it may change as you have experienced. Set the address In the Network Adapter settings for IPv4.

What does the licensing manager app say about your licenses? Are any running in a temporary mode? Or are they assigned correctly. Create a report (see the help section) and check assigment of CALS.

If your Server settings are changing you may have it set in the Group Policy Make sure the Servers and Workstations are in a separate OU's that way you can segregate how the GP is applied
